At Lenz Security, it’s important for us to be up to date with new and upcoming laws that coincide with security. And with Martyn’s Law (Terrorism, Protection of Premises Act 2025) coming into force, we believe our customers and those in control of premises ought to be aware. 

So here’s everything you should know about Martyn’s Law.

How it came about

Martyn Hett was one of the 22 victims in the Manchester bombings while visiting the Ariana Grande concert in 2017. There have been 15 domestic terror attacks since, and 43 plots that have been intercepted.   

Martyn’s mother, Figen Murray, campaigned for a legislation that places premise and event holders responsible for extra security and protocols against an active terror threat, while also securing against vulnerability. 

During the third reading at parliament, Lord Hanson stated that ‘This bill is a tribute to those victims and to the victims of other terrorist attacks. They will never be forgotten.’

How will it be enforced?

For those suspected of non-compliance with Martyn’s Law, the SIA (Security Industry Authority) will investigate, and in serious cases or continuous non-compliance, action will be taken. 

Currently, the enforcement of Martyn’s Law includes a range of punishments from compliance notices to monetary penalties and even some criminal charges.

The SIA will prepare a statutory guidance on the implementation of this act, alongside support on how to remain compliant with the act. This is currently being developed and is yet to be released.
